I've always thought Ruby's allegiances were questionable, because otherwise she's just a pusher, and not an interesting one. She is, I think, the person who told Dean that Lilith held his contract, and I see no evidence she was lying.
Well, not, there's no evidence (who needs evidence, anyway? if the government doesn't, I don't), but wouldn't it be interesting if Ruby was the one pulling the strings all along? I'd like that. It'd be twisty.
